“Punishment Map” believed to be a very early draft of the part of Elliot Ranch that is now Laguna West.

This is an historical aerial map dated from 1967 of the what is now Laguna West (originally a part of Elliot Ranch) showing a similar creek system.(highlighted in green)

A close up of the two maps for comparison. Note that the top map was drawn some time prior to Dec 1978 and the lower map is dated 1967. The area was used to grow rice and any blockage of the lower creek to contain water could have resulted in the creek joining up with the next lowest point which would be the tributary above it, making it appear similar to the hand drawn map.   Note: Its difficult to see the right side  outline of the “lake” but it may be wider than indicated which means it is closer to the shape of the hand drawn map than I have outlined it.

In the late 60’s / early 70’s McKeon Construction Company planned to subdivide the 5,380 acre Elliot Ranch into residential “ranchettes”. Laguna West was a part of Elliot Ranch and the subdivision plans for this period may look similar to the “Punishment Map”.

These plans from the late 60’s / early 70’s by McKeon Construction Company are currently being sought and may provide a crucial link in identifying the “Punishment Map”. If you can help please leave a comment below.

The plans for Laguna West in 1984 . The layout of the Commercial, Industrial and Residential areas is similar to the hand drawn map.
As the “Punishment Map” was drawn before these plans and obviously has a fairly amateur look about it, I’m beginning to suspect it was some sort of assignment like the other pages that it was found with. The question is who would be giving out these sort of assignments? Was it a school close by in Elk Grove or further away in Sacramento or someone connected to McKeon Construction or The Spink Corporation?

Timeline of Events

1929: Laguna West was part of a 5000 acre block known as Elliott Ranch (1)

1961: The ranch was sold to people (McKeon Construction Company) who were in the real estate business and engaged in subdividing and home building. They were able to support, through their other operations, holding the land for more than 30 years until it could be developed (1).

1970: Since 1970, Sierra Club leader Bruce Kennedy and other Sacramento area environmentalists had vigorously opposed the breakup of scenic Elliot Ranch, outside the state capital. McKeon Construction Company planned to subdivide the 5,380 acre open space into residential “ranchettes.” The environmentalists were successful in lobbying against local goverment approval, so on April 6, 1972, McKeon filed an $80,000,000 lawsuit against Kennedy, four other environmentalists, and other unnamed “conspirators.”(6).

Note: The map is considered to be a school or personal project drawn prior to any EARONS crimes. It is NOT considered to be a prowling map of an area where any crimes were committed.

1978: Hand drawn “punishment'” map found in Danville Dec 1978.

1981: McKeon Construction has gone into liquidation and E & J Properties Ltd. was formed April 10,1981 to facilitate disposal of assets. (8)

Note: Interestingly EARONS appeared to take a 5 year hiatus after 1981 around the time McKeon Construction went into liquidation.

1984: Plans for Laguna West drawn by The Spink Corporation submitted as “Laguna Creek Ranch”. (These plans likely based on the McKeon plans which are currently being sought)

1989: River West Development, one of three partners in the Laguna West land development, hire Mr Calthorpe to redesign the Laguna West development. The original plan for Laguna West, which had already completed a lengthy approval process was scrapped and started anew.(3)

1991: The first of about 3,400 planned homes were built in 1991 in the 1,000-acre subdivision (4) Home builders active in the community included Pulte Home Corporation, Richmond American Homes, Lexington Homes, Sunland Communities, and Elliott Homes.(5)
